Free PSW Course in Ontario (2026–27): How to Apply, Tuition-Free Programs & Funding

Yes, a free PSW program in Ontario is still possible in 2026. Depending on the provider, you may find a completely tuition-free program, a low-cost school board program, government-funded training, or an employer that pays you while you learn.

But “free” doesn’t always mean you’ll pay nothing. Some programs cover tuition and most training costs, while students still pay for things such as police checks, health documents, uniforms or transportation.

If you’re looking for a free PSW course in Ontario, your local school board is usually the best place to start. Better Jobs Ontario and employer-sponsored training are two other routes worth checking.

This guide explains what is actually free, how to apply, what costs to expect, and which Ontario PSW incentives are still available in 2026–27.

What does “free PSW training” actually cover?

It depends on the program.

For school board programs, provincial funding can cover much or all of the program cost. Some boards include extras such as textbooks, CPR/First Aid and supplies, while others charge additional fees.

Often coveredYou may still need to pay for
Tuition or most program feesPolice/Vulnerable Sector Check
Core PSW trainingCPR or First Aid in some programs
Skills training and placementImmunization or TB documentation
Some books or supplies, depending on the boardUniforms and footwear
Some certifications, depending on the programTransportation to placement

Before enrolling, ask for a written breakdown of what’s included.

If you’re still deciding whether PSW is the right career for you, our Personal Support Worker (PSW) in Ontario guide explains the training path, certification and what happens after graduation.

1. Free PSW courses through Ontario school boards

District school boards are usually the first place to check if your main goal is finding a free PSW course in Ontario in 2026.

Ontario says students enrolled in district school board PSW programs have their student fees covered. The Ontario School Board PSW initiative explains that Ministry of Long-Term Care funding covers student fees of up to $2,000 per student.

As a result, some school board programs are completely free while others still charge a smaller fee.

You can use the Ontario School Board PSW directory and search by postal code to find programs near you.

How much do school board PSW programs cost?

There isn’t one province-wide price.

Here are two current 2026–27 examples:

School board2026–27 listed cost
Avon Maitland District School BoardTuition-free
Halton District School Board$300 application fee + $500 program fee
Other Ontario school boardsVaries

Avon Maitland lists its 2026–27 PSW program as tuition-free. Its program costs also cover the textbook, classroom and laboratory instruction, supplies, certifications, CPR and First Aid, and N95 mask fitting.

Halton District School Board’s Fall 2026 and Winter 2027 program works differently. It lists a $500 program fee plus a $300 non-refundable application fee. The regular program fee is $2,500, with current funding reducing the program fee by $2,000.

That’s why it’s worth checking the exact intake rather than assuming every “free PSW program” has identical costs.

New PSW school board bursary for 2026

There is also a new funding program for school board students.

In August 2026, CESBA announced the PSW District School Board Bursary Program, backed by an $18-million investment from the Ontario government.

The initiative is expected to support up to 6,000 adults over three years, with eligible students able to receive up to $2,000 in bursary support.

Eligibility and administration go through participating school board programs, so ask the board you’re applying to whether the bursary is available for your intake.

If you’re returning to school as an adult, you can also review our guide to mature student grants in Ontario for other funding options that may be relevant to your situation.

How long does a school board PSW course take?

Ontario says PSW certificate programs can take approximately 5 to 8 months, depending on the provider and schedule.

Some school board programs offer:

  • full-time training
  • part-time classes
  • evening programs
  • accelerated options
  • online or live-virtual theory combined with in-person training

Programs can take longer when they’re offered part-time.

Avon Maitland’s program, for example, includes:

  • 330 hours of theory
  • 330 hours of co-op
  • supervised clinical experience
  • community placement

So even when some theory is delivered online, PSW training isn’t simply a self-paced online course.

What if you haven’t finished high school?

School board PSW programs can be especially useful for adult learners.

The Ontario School Board PSW directory says you don’t need a high school diploma to earn a PSW certificate through a school board program.

Some boards can also help you earn Ontario Secondary School Diploma credits while completing PSW training.

However, some employers and further education programs may require an OSSD, so it’s worth discussing this with the school board before you enrol.

How to apply for a free PSW course in Ontario

There is no single Ontario-wide application for every free PSW course.

You generally apply directly to the school board offering the program.

Step 1: Find programs near you

Start with the Ontario School Board PSW directory.

Enter your postal code and look at the school boards and training locations available in your area.

Step 2: Check the next intake

Don’t assume every program starts in September.

Depending on the board, there may be fall, winter or additional intakes during the year.

Check:

  • when applications open
  • application deadline
  • program start date
  • class schedule
  • whether training is full-time or part-time
  • expected completion date

Some programs fill before the advertised deadline, so applying earlier can help.

Step 3: Confirm what’s actually free

Before you submit an application, ask:

  • Is tuition completely covered?
  • Is there an application or registration fee?
  • Are textbooks included?
  • Is CPR/First Aid included?
  • Are uniforms provided?
  • Who pays for the police check?
  • Are there medical or vaccination requirements?
  • Is transportation to placement your responsibility?

Two programs described as “funded” can have very different out-of-pocket costs.

Step 4: Apply directly to the school board

Follow the board’s application instructions.

Some boards let you complete most of the process online, while others may require an interview, literacy assessment or supporting documents.

This is important if you’ve been searching “how to apply for free PSW course Ontario online”: you can often start the process online, but you’re applying to an individual school board rather than one central Ontario portal.

Step 5: Start your placement paperwork early

Clinical placements come with health and safety requirements.

Depending on your program and placement site, you may need:

  • a Vulnerable Sector Check
  • immunization records
  • TB testing
  • CPR or First Aid
  • other health documentation

Police checks can take time, particularly during busy periods.

Our Ontario police record check tool explains the different types of checks, and our step-by-step Ontario police check guide covers the application process.

2. Government-funded PSW training through Better Jobs Ontario

School board training isn’t the only way to reduce the cost of becoming a PSW.

If you qualify, Better Jobs Ontario can provide financial support for approved skills training.

The current maximums are:

Training lengthMaximum funding
1 year or less$28,000
More than 1 year and up to 2 years$35,000

Because most PSW programs are completed within a year, they would normally fall under the shorter-program funding limit if the training is approved.

Funding can potentially help pay for:

  • tuition
  • books
  • student fees
  • supplies
  • required electronic devices
  • transportation
  • a basic living allowance of up to $500 per week

Additional support may be available for childcare, disability-related needs and living away from home.

Who can qualify for Better Jobs Ontario?

You may qualify if you:

  • were laid off and aren’t currently working
  • were laid off and are temporarily working to cover expenses
  • have been unemployed for at least 12 weeks and are part of a low-income household

You can still apply if you receive Employment Insurance, Ontario Works or ODSP.

The important part is that $28,000 is a maximum, not an automatic payment. Your approved amount depends on your training plan, eligible expenses, financial circumstances and available funding.

Applications are completed with help from an Employment Ontario service provider.

If you’re researching government-funded PSW courses in Ontario, it’s worth comparing Better Jobs Ontario with your local school board before paying tuition elsewhere.

3. Employer-paid PSW training in Ontario

Another option is to find an employer that sponsors PSW training.

These programs can be attractive because some pay you while you learn and provide a route directly into employment.

SE Health is a current example.

A September 2026 SE Health PSW Trainee posting describes a six-month sponsored program that includes:

  • five weeks of paid PSW training at $19.05 per hour
  • paid part-time community work after successfully completing the first five weeks
  • approximately four months of virtual learning
  • three weeks of in-person skills lab
  • required placements

The posting also includes requirements such as First Aid and CPR, immunization records, a police check with Vulnerable Sector Screening, and a driver’s licence and reliable vehicle.

Employer-sponsored programs vary by location and hiring needs, so don’t assume the same offer is available everywhere.

Read the agreement before accepting

Before joining an employer-paid PSW program, ask:

  • How much will I be paid during training?
  • Which parts of the course are paid?
  • How many work hours are guaranteed?
  • Is there a minimum work commitment after graduation?
  • Do I have to repay anything if I leave early?
  • Where are the skills labs?
  • Where is the placement?
  • Do I need my own vehicle?

Also make sure you understand the job itself before signing a work commitment. Our guide to PSW job responsibilities and duties in Ontario explains the day-to-day work in home care, long-term care and other settings.

Which PSW funding route makes sense for your situation?

RouteGood fit ifMain benefitWhat to check
School board PSWYour priority is keeping tuition lowOften free or inexpensiveFees, intake dates and placement costs
Better Jobs OntarioYou need financial help beyond tuitionMay help with training and living costsEligibility and approved amount
Employer-paid trainingYou want income while learningTraining can connect directly to employmentWork commitment, travel and available locations

It’s worth checking all three before committing money to a program.

A school board program might have the lowest tuition, while Better Jobs Ontario could make more sense if you need help with living expenses. Employer-sponsored training may suit someone who wants to start working while completing the certificate.

Ontario PSW incentives for 2026–27

This section has changed significantly since 2025–26.

The old $5,440 clinical placement stipend has ended

Older articles may still say PSW students can receive a clinical placement stipend of up to $5,440.

That part of the program is over.

Ontario Health says qualifying placements had to begin by March 31, 2026, and participating organizations had until August 19, 2026 to submit remaining claims.

If you’re starting PSW training now, don’t include that $5,440 stipend in your financial plan.

The graduate recruitment incentives, however, continue for 2026–27.

$10,000 PSW recruitment incentive

An eligible graduate can receive a $10,000 recruitment incentive when they:

  • complete an eligible Ontario PSW training program on or after April 1, 2023
  • complete a qualifying program that meets Ontario’s 2022 PSW program standard
  • start with a participating employer between April 1, 2026 and March 31, 2027
  • commit to 12 months at the full-time schedule offered by that employer

The incentive is paid through the participating employer:

  • $5,000 after 6 months
  • $5,000 after 12 months

The employer must have current Ontario Health approval and an incentive allocation.

Additional $10,000 rural, remote and northern incentive

Eligible PSWs can potentially receive another $10,000 for committing to a participating employer in:

  • Northern Ontario, or
  • an eligible rural or remote community with a Rurality Index for Ontario (RIO) score of 40 or higher

This is also paid as:

  • $5,000 after 6 months
  • $5,000 after 12 months

$10,000 relocation support

Another $10,000 relocation incentive may be available if you qualify and move at least 100 kilometres from your primary residence to take an eligible job in a rural, remote or northern community.

The payment schedule is:

  • $5,000 when employment starts
  • $5,000 after 6 months

Can the PSW incentives add up to $30,000?

Yes, if you meet all of the requirements.

An eligible PSW may be able to combine:

  • $10,000 recruitment incentive
  • $10,000 rural, remote and northern community incentive
  • $10,000 relocation support

Maximum potential: $30,000.

These aren’t automatic bonuses for every new PSW. Your employer must participate in the Ontario Health program and have approved funding available.

Ontario Health also says an eligible individual can receive these PSW incentives only once.

Check the current rules on Ontario Health’s PSW incentive page before making employment or relocation decisions.

Can you do a free PSW course online in Ontario?

Partly.

Some Ontario PSW programs offer online or live-virtual theory, while practical training happens in person.

For example, Avon Maitland allows its theory portion to be completed live virtually or in person, but students still complete co-op and clinical training.

That’s an important distinction.

Be cautious with advertisements promising a recognized “100% online PSW certificate” with no practical lab or clinical placement.

Ontario PSW training includes hands-on learning and placement experience.

Before enrolling in an online or hybrid PSW course, ask:

  1. Who issues the certificate?
  2. Does the program meet Ontario’s current PSW training standard?
  3. Where are the skills labs?
  4. Where will I complete my placement?
  5. Is placement included in the advertised program cost?

Do you need to register with HSCPOA after graduating?

Registration with the Health and Supportive Care Providers Oversight Authority (HSCPOA) is currently voluntary for PSWs in Ontario.

There is currently no fee to apply, register or renew annually.

You don’t register as an Ontario PSW student while you’re still completing your training. After completing an eligible program, you can apply through the HSCPOA pathway that applies to you.

Although registration isn’t currently mandatory to work as a PSW across Ontario, an individual employer can choose to make registration a condition of employment.

Check the current HSCPOA requirements when you’re approaching graduation because registration rules and fees could change in the future.

Before you apply: questions worth asking

Before choosing a school board, funded or employer-sponsored PSW program, ask:

  1. Is tuition completely covered for this intake?
  2. What expenses will I have to pay myself?
  3. Are textbooks, CPR and First Aid included?
  4. Does the program meet Ontario’s current PSW training standard?
  5. Where will I complete my clinical placement?
  6. Is the program in person, online or hybrid?
  7. When does the next intake start?
  8. When is the application deadline?
  9. Is there a work commitment after graduation?
  10. Does the employer participate in the current Ontario Health PSW incentive program?

Get important cost or employment commitments in writing before you enrol.

FAQ

Are school board PSW programs really free in Ontario?

Many are promoted as tuition-free, but availability depends on the board and intake. Always check the specific cohort details and ask for a written fee breakdown.

How long is a free PSW program in Ontario?

Some options are advertised as as little as five months, while others run closer to 5–8 months depending on schedule and placements.

Can I get the $5,440 stipend if my program is tuition-free?

Possibly. The stipend is tied to an eligible clinical placement with a participating employer and the placement start date falling within the eligibility window.

Does Better Jobs Ontario cover PSW training?

It can, if you qualify and the training fits program rules. You’ll usually apply through an Employment Ontario service provider and build a plan around an in-demand job goal.

Can I take a tuition-free PSW program and still receive the $10,000 recruitment incentive later?

Potentially, yes.
The recruitment incentive is based on completing an eligible PSW training program and then meeting Ontario Health’s employment requirements. Whether you personally paid tuition isn’t listed as a condition of the recruitment incentive.
Your new employer must also be participating in the program and have an available Ontario Health incentive allocation.
